Unable to change desktop background in Windows 7

Then on the right side click > New > DWORD > name as No wallpaper change.

The DWORD value 1 will constrain the change wallpaper. Per allow change give value as 0.

Restart the computer.

Go to User Configuration > Administrative Templates > Desktop Click Desktop again. Double-click Desktop Backgrounds.

Make sure Not Configured is selected. This will give you the option to change your desktop background.
